Apple has removed support for iOS 6.1.3 from all compatible devices (i.e. iOS 6.1.4 for the iPhone 5), which means that you can no longer get this system on iPhones and iPads with the current newer iOS.

The last signed six system is iOS 6.1.3 for iPad mini and its GSM version. But it will probably disappear soon as well.

However, this is not a surprising move. Apple uses this strategy every year. This is largely a jailbreak protection. New updates bring patches that hackers use to get into the system, and when the user doesn't have the option to go back a version, the jailbreak community has to do it all over again.

Users who didn't manage to roll back to iOS 6 in the hours after the release of iOS 7, when the way back was still possible, are now out of luck.
