Yes, the construction of a new factory (or factories) would solve it, which is "planned" not only by TSMC but also by Samsung. But the construction of such a factory costs between 5 and 10 billion dollars. To this must be added demanding technologies, experts and specialists. As you can imagine, there is a shortage of those too. Then there is profitability. Even if there would be capacity for such production plants now, the question is how it would be after the crisis is over. An eventual 60% utilization means that the company is already losing money. That's why nobody is flocking to the new factories yet.

Intel cancels 30 products 

Intel's network components are used not only in servers, but also in desktop and laptop computers. So he stops paying attention to the less popular devices and starts directing his attention to the more desirable ones. However, the situation may improve from the second half of next year." Demand for server DRAM chips, which temporarily store data, and NAND flash chips, which are used in the data storage market, should remain strong in the fourth quarter due to expansion in data center investment, while PC manufacturing growth should remain in line with the previous quarter.

Although supply chain issues could limit demand for some mobile chip companies in the fourth quarter, demand for server and PC chips is expected to be strong in 2022 despite uncertainties. We will have to make do with our smartphones, but we can easily upgrade our computers. That is, unless something changes again.
