The history of the platform dates back to the release of the application on the iOS platform in 2013. Although it was developed by the American company Digital Fortress, it is owned by Pavel Durov, the founder of the controversial Russian social network VKontakte, who was forced out of Russia and currently lives in Germany . He did so after pressure from the Russian government, which wanted him to obtain data on VK users, which he did not agree to, and eventually sold the service. After all, Russian residents are now dependent on VK, because Facebook, Instagram and Twitter have been shut down by the local censorship authority.

But Telegram is a cloud service focused primarily on instant messaging, although it also contains certain social elements. E.g. Security 

Telegram is safe, yes, but unlike e.g Signal does not have end-to-end encryption enabled in the basic settings. It only works in the case of so-called secret chats, when such chats are not available in group conversations. End-to-end encryption is then a designation for security against interception of transmitted data by the communication channel manager and the server manager. Only the sender and recipient can read such secured communication.

However, the company says that other communications are encrypted using a combination of 256-bit symmetric AES encryption, 2048-bit RSA encryption, and secure Diffie-Hellman key exchange. The platform is also privacy-conscious, so it makes a point of not giving your data to third parties. It also does not collect data to display personalized ads.
