If you embrace the meaning of Apple TV, it can expand the capabilities of your TV, whether it's smart or dumb. It is true that various Apple services are already available on televisions from various manufacturers. The point here is not to argue whether this Apple smart box makes sense in this day and age, but rather why it doesn't actually have a web browser. 

Did you actually know about this fact? Apple TV doesn't really have a web browser. You'll find many services and features like Apple Arcade that you won't get on other TVs, but you won't find Safari here. Televisions from other manufacturers, of course, have a web browser, because they know that it makes sense for their users.

Just the simple situation of searching for a TV program, finding out when the next episode of their favorite series will be released on VOD services, but of course also for many other reasons. For example, who plays which character in which cinematography, or arranging video calls (yes, even that can be done via the web on TV). To search for information, Apple TV owners have to ask Siri to tell them the result, or they can pick up an iPhone or iPad and search on them.

Specific equipment for special purposes 

But Apple TV is a special-purpose device. And general web browsing isn't what it's meant to be, mainly because it's just inconvenient to do so without a touchscreen or keyboard and mouse/trackpad. Even though Apple introduced the new Siri Remote last spring with its innovative smart boxes, it is still not, according to him, the kind of device you would want to use to browse the web on TV.

As another fact, Apple TV supports native apps, which are often a better way than doing things through the web. And Apple may be afraid that the browser will become the center of the Apple TV experience, even if you have a YouTube icon next to the browser icon. Additionally, Apple TV doesn't include WebKit (the browser's rendering engine) because it doesn't fit into the user interface. 

You will find a few applications in the present App Store, such as AirWeb, Web for Apple TV, or AirBrowser, but these are paid applications, which, moreover, are not rated positively due to their poor functionality. So one has to accept that Apple doesn't want us to use the web on Apple TV, and may never provide it to the platform.
