Apple did not reveal the specific reason why watchOS 5 Beta 1 was withdrawn, but according to user complaints on foreign forums, the system was so buggy that some Apple Watches became completely inoperable with it. Owners of the affected models had no choice but to visit an authorized service center or an Apple Store to restore the system. Apple has only said the following about the situation on its developer site:
watchOS beta 1 is temporarily unavailable. We are investigating an issue that occurs during a system update. If you experience any problems, please contact AppleCare.
However, it's no surprise that the first beta version of the system contains bugs. For this very reason, it is intended only for registered developers who know how to deal with problems. In particular, the installation of the watchOS beta is not recommended for regular users, as only employees of Apple Stores and authorized services are currently able to restore the system. That is also why watchOS is the only system from the quartet that is not released for public testing.
