When Apple released iOS 12.1.2 for iPhones late last year, for some reason it didn't release a corresponding update for iPad owners as well. Users who received their new tablets from Apple under the tree had to deal with the first problem immediately after starting their devices in the form of the impossibility of restoring from a backup from an iPhone with iOS 12.1.2.

Unfortunately, there is still no 100% solution for this unusual situation. Under normal circumstances, users have the option to restore from a backup from an iPhone on the iPad (and vice versa) - the only condition is that both devices run the same version of the operating system. The system will not allow you to restore from an iCloud backup if the backup is associated with a newer version of iOS than the one installed on the other device. If a newer version is available, the user's system will update before restoring from backup.

However, the highest version of iOS that iPad owners can currently upgrade to is only iOS 12.1.1, while iPhones are 12.1.2. Users whose iPhone is running the latest version of iOS do not yet have a chance to restore from its backup to the iPad. The easiest solution seems to be to wait for Apple to release an appropriate update for its tablets as well. iOS 12.1.3 is currently only in beta testing, but it should be available for both iPhones and iPads at the time of its release. We could expect her at the end of this month. Until then, affected users have no choice but to restore one of their older backups on the iPad, or set up the tablet as a new one.
