I tried it with the app thrown in the background, the app closed via termination. I have background updates and do not disturb mode turned on (I looked on reddit and couldn't find anything to advise me there either). the last option is to restore the iPhone to the factory and then install all the applications again, without restoring from the backup... I had the same problem and solved it by completely turning off all notifications and then logging out and uninstalling the app. Then I reinstalled and turned on notifications and it worked.
